The reporting party told officers that she received a phone call from an unknown male who claimed to be collecting money on behalf Manassas City Police Department, and that her donation would be retrieved in person by a uniformed officer of the Department.

At approximately 9:10 p.m. on July 14, 2016, Manassas City Police responded to the 9400 block of Taney Rd for a report of an aggravated assault. Upon arrival, officers observed an adult female with lacerations to her arm.
