Second suspect arrested in Sept. 16 homicide in Dumfries

Homicide Investigation *ADDITIONAL ARREST – On September 26, an additional suspect was arrested in connection to the murder of Devonte Lee IVY that occurred in the 16900 block of Porters Inn Dr. in Dumfries (22026) on September 16.

During the investigation, detectives from the Homicide Unit identified and obtained arrest warrants for the suspect, identified as Jamie Davaughn MONROE.  On September 26, the suspect was located and taken into custody without incident in Spotsylvania County, where he will remain incarcerated until brought back to Prince William County. Detectives previously arrested another man last week as part of the investigation.

Charged with robbery, use of a firearm in commission of a felony and conspiracy to commit robbery

Homicide Investigation *VICTIM IDENTIFIED | ARREST [Previously Released] – On September 17, detectives from the Homicide Unit developed additional information regarding the murder that occurred in the 16900 block of Porters Inn Dr. in Dumfries (22026) on the evening of September 16. During the investigation, detectives identified the victim as Devonte Lee IVY, 19, of Woodbridge. The investigation revealed that a marijuana transaction was arranged to occur in the area above between the victim and an acquaintance, later identified as the accused. Once at the location, the parties engaged in a verbal altercation that escalated. During the encounter, multiple shots were fired which resulted in the victim being fatally struck. The accused fled the area and police were contacted by several residents in the community who heard the gun shots. Detectives identified the accused and located him at his home in Woodbridge where he was taken into custody without incident. Following the investigation, the accused, identified as Edward KUSI-JOHNSON, was arrested.

Homicide Investigation *UPDATE [Previously Released] – Detectives with the Violent Crimes Unit have identified the man who was found deceased in the 16900 block of Porters Inn Dr. in Dumfries on September 16. The victim has been identified as a 19-year-old man of Woodbridge. At this time the name of the victim is not being disclosed for investigative purposes. Detectives are actively investigating the circumstances surrounding the shooting. Several witnesses reported hearing multiple gunshots in the area prior to police arriving at the location. Fire & Rescue personnel pronounced the victim deceased on the scene. A police K-9 and the Fairfax County police helicopter responded to search the area for the suspect who was not located. This incident does not appear to be random. More information will be released when available. Homicide Investigation [Previously Released] – On September 16 at 9:47PM, officers responded to the 16900 block of Porters Inn Dr. in Dumfries (22026) to investigate a shooting. When officers arrived, they located one male victim, suffering from gunshot wounds. Officers provided immediate first aid to the victim before he was pronounced dead on scene. Several witnesses reported hearing gunshots in the area. The incident is isolated to the immediate area. The investigation continues.
