Some 32 road, bus and rail projects in process in Prince William County

Some 26 Prince William County, Virginia Dept. of Transportation, and Virginia Railway Express projects are in the pipeline or are under construction, according to a quarterly report issued by Prince William County. They include:

Blackburn Road Pedestrian Improvements – The project to build a sidewalk-multi-use path from Route 1 to the newly-constructed Neabsco Boardwalk across from Rippon Lodge is underway. The asphalt part of the project is complete and guard rail installation is underway. The Prince William County Department of Transportation’s portion of the project is scheduled to be completed in March.

Burwell Road – Construction to pave Burwell Road in Nokesville from the existing part of the road that is currently paved to the Fauquier County line is scheduled to begin in March with completion by September 2019.

Discovery Boulevard Extension-Thomasson Barn Road Extension – The county’s Department of Transportation is working on construction of a two-lane roadway to end at Hornbaker Road in Manassas, which is scheduled to be completed by April 2019.

Dumfries Road Sidewalk Project – Final plans to build a sidewalk along Dumfries Road between Counselor and Tayloe Roads have been approved. Construction is scheduled to begin this spring and end in October 2019.

Dumfries Road Shared-Use Path – The project includes a shared-use path between Country Club and Exeter Drives along Dumfries Road. Construction began in November and is set to be complete by July 2019.

Fuller Heights Road – The U.S. Marine Corps awarded a contract to widen Fuller Heights Road in September 2018. Construction bidding is set to go out this summer with construction set to begin sometime in 2020.

Horner Road Sidewalk Project – The county is waiting for approval from VDOT to begin right-of-way acquisitions to build a sidewalk along Horner Road, between Forest Glen Road to Kilby Elementary School. Construction is expected to begin this spring with completion this summer.

Innovation Pedestrian Improvements – Utility relocations began in November 2018. The construction of sidewalks on Discovery Boulevard, Innovation Drive, and University Boulevard will be awarded in Summer 2019. Construction is expected to be completed in May 2020.

Neabsco Mills Road – Right-of-way plans for the project to widen Neabsco Mills Road from U.S. 1 to Dale Boulevard will be submitted in April. Right-of-way acquisition is set to begin in the winter of 2020. Construction advertisement is expected for October 2020 with construction in August 2020.

Opitz Boulevard Sidewalk Project – The project to build a sidewalk between the Potomac Community Library to Potomac Center Boulevard is awaiting authorization from VDOT. A construction advertisement is expected to go out this spring. The project is scheduled to be completed this summer.

Old Bridge Road Sidewalk – Design to build a sidewalk on Old Bridge Road between the entrance of Tackett’s Mill to Minnieville Road is expected to be completed by June 2019. Right-of-way acquisitions and utility work is scheduled to begin in July 2019. Construction is expected to begin in the winter of 2020, with completion expected in the summer of 2020.

Route 1 to Featherstone to Mary’s Way – Several buildings have been demolished to make way to widen Route 1 to a six-lane road between Featherstone Road and Mary’s Way. Utility and waterline relocation began in August 2018. The advertisement for construction will go out in the winter of 2020. Construction is set to end in the winter of 2021.

Route 28, Phase II – The southbound lanes on the project to widen Route 28 between Fitzwater Drive to Vint Hill Road have been completed. The contractor has also completed the traffic shift to allow construction on the northbound lanes. Construction is scheduled to end in October 2019.

Route 28, Phase III – Construction to widen Route 28 to six lanes between Linton Hall Road and Pennsylvania Avenue is awaiting negotiations on water line improvements between the City of Manassas and the design team. Construction is set to begin this winter and end in the spring of 2022.

Smoketown Road/Opitz Boulevard Pedestrian Improvements – Construction to reconstruct ramps and crosswalks at Smoketown Road and Opitz Boulevard is set to begin this summer and is scheduled to end this fall.

Vint Hill Road Extension – Construction on a multi-faceted project to build new sidewalks on Vint Hill and Kettle Run Roads, and a second left turn lane on Kettle Run Road on to Vint Hill Road started in October 2018. The project will also include extending the left turn lanes from Vint Hill Road to Kettle Run Road and extending right and left turn lanes from Kettle Run Road onto Sudley Manor Drive. The extended lanes will allow for more space for vehicles in the turn lanes which will help speed up traffic in the through lanes. Kettle Run will be widened to accommodate the turn lane extensions. Construction is scheduled to be completed in November 2019.

Intersection Improvements at Prince William Parkway and University Boulevard – Design has been initiated and consultants are set to survey the area. Construction is set to begin in December 2020 and completed in December 2022.

University Boulevard Extension – Construction on the project to build a two-lane roadway between Edmonston Drive and Sudley Manor Drive is in the design phase. Community meetings on the project will be held in the spring with the design set to be completed in December 2019.

Balls Ford Road Interchange – The project to build a diverging diamond interchange at Route 234 and the relocated Balls Ford Road is in the design phase. Construction is scheduled to begin in January 2020 and end in December 2022.

Ball Ford Road Widening – The project to widen Balls Ford Road between Doane Drive to Route 234 Business is in the design phase with right-of-way acquisitions set to begin in this fall. Construction is scheduled to be complete in October 2022.

Virginia Department of Transportation, or VDOT, projects include:

Route 646 Aden Road Bridge – The project to replace the Aden Road Bridge will be substantially completed by the end of the year. Work is still being done on the truss section of the bridge.

Featherbed Lane – Construction to start paving Featherbed Lane between the existing tarmac and General Trimble’s Lane is scheduled to begin this spring and be completed by this summer.

I-66 Park and Ride Haymarket – Construction on a 230-space commuter lot at the northeast quadrant of Interstate 66 and Route 15 is underway with ongoing grading, paving and striping. Commuter bus service began in December and construction is expected to be completed this spring.

Route 1/123 Interchange – Construction activities along the road continues with ongoing bridge construction, a traffic switch to the bridge and the Phase I widening of Route 1 between Mary’s Way and Annapolis Way. There is no funding for the interchange that would have Route 123 passing over Route 1, which is phase II of the overall project. Phase I construction will not be affected by the progress of Phase II. 

Route 1 Widening - Town of Dumfries – VDOT is evaluating comments from the October public hearing on the proposed project to widen northbound Route 1 in the Town of Dumfries. Design on the project is ongoing and a construction date is to be determined.

Transform 66-Outside the Beltway – Construction to build two new express lanes in I-66 from I-495 to University Boulevard in Gainesville is underway with setting lane shifts, setting barriers and clearing complete. Transform I-66-Outside the Beltway-Balls Ford Road Parking Lot – The project is in the design and right -of-way phase with construction scheduled to begin this spring. The lot is expected to open to the public in December 2020.

Transform I-66-Outside the Beltway-University Boulevard Route 29 Park-and-Ride Lot – Construction has started on the lot, with 960 spaces, and is expected to be completed this summer.

Virginia Railway Express projects include:

Broad Run Station and Yard Improvements – A National Environmental Protection Act, or NEPA, analysis and preliminary engineering study are underway for the third track and station yard at the Virginia Railway Express station. The project will expand the station and train car storage capacity. Norfolk Southern Railroad is reviewing the design concept and coordinating with the county’s Department of Transportation on parking expansion design and pedestrian access and connections to Va. 28. Additionally, the county is coordinating the project with the City of Manassas, the Manassas Regional Airport and the Federal Transit Administration. The final design completion is set for early 2019. Construction is scheduled to be complete by December 2022.

Quantico Station Improvements – A funding agreement from the Intercity Passenger Rail Operating and Capital Fund to improve the station is pending. Construction is expected to begin this year with a completion date to be determined. 

Rippon Station Improvements – The preliminary engineering and NEPA analysis are ongoing to make improvements to the station. Final design is expected to be completed by this fall with construction completed by 2020.

OmniRide projects include:

OmniRide Commuter Express Service – The new service to operate OmniRide buses between the Haymarket Commuter Lot to the Rosslyn-Ballston Corridor, with four morning and four evening trips, began in December.

OmniRide Western Maintenance Facility – A groundbreaking for the facility, near the intersection of Doane Drive and Balls Ford Road, to store OmniRide buses occurred on Jan. 23.
