Relative charged with indecent liberties, sexual battery involving children, ages 17 and 6

Indecent Liberties | Aggravated Sexual Battery – On April 1, detectives with the Prince William County Police Department’s Special Victims Unit began an investigation into a sexual assault that was reported to have occurred in the Woodbridge (22193) area of Prince William County between Nov. 8, 2019 and March 31, 2020.

The investigation revealed that a family member, identified as the accused, exposed himself and made inappropriate gestures towards the victims, a 17-year-old female juvenile and a 6-year-old boy. In addition, the investigation revealed that the accused sexually assaulted the female victim on a separate occasion during the above timeframe. No injuries were reported.

The victim recently disclosed the incident to another family member who contacted the police. Following the investigation, the accused, identified as Noe MADRID ARGUETA, was arrested.

Strangulation | Domestic Related – On April 1, officers concluded an investigation into a domestic that was reported to have occurred at a residence located in the 4200 block of Stockbridge Dr. in Woodbridge (22191) in January 2019. The victim, a 32-year-old woman, reported to police that she and a family member, identified as the accused, were involved in a verbal altercation that escalated. During the encounter, the accused grabbed her throat. Eventually the parties separated. The victim claimed to have sustained minor injuries at the time of the incident. The victim recently disclosed the incident in March 2020 prompting police investigation. Following the investigation, the accused, identified as Matt Rochard FENELON, was arrested.
