Incidents
• Armed Carjacking – On February 14, 2022 at 8:00PM, Prince William County Police officers responded to the 14300 block of Westway Ln. in Woodbridge (22193) to investigate a car-jacking. The victim, a 28-year-old man, reported to police that he was making a food delivery in the above area when he observed a black SUV with tinted windows parked behind his vehicle. As the victim was getting into his vehicle, an unknown man got out of the SUV and quickly approached the victim brandishing a firearm. During the encounter, the suspect grabbed the driver’s door before it was closed and demanded the victim exit the vehicle. The suspect then got into the victim’s vehicle and fled followed by the SUV being driven by a second individual. The victim ran to a nearby business where police were contacted. Later that evening, property from the vehicle was recovered in the 3600 block of Forestdale Ave. No injuries were reported. The investigation continues.

A white male, approximately 5’6”, with a thin build, and medium length hair
Last seen wearing a grey fitted cap, a blue medical-style mask, and close-fitted clothes

2019 Buick Encore, red, with Virginia license plate: ADAUM
• Residential Burglary – On February 14 at 6:30PM, officers responded to a residence located in the 15200block of Riding Club Dr. in Haymarket (20169) to investigate a burglary. The homeowner reported to police that the burglary occurred sometime between 7:00PM on February 11 and 5:00PM on February 14. The investigation revealed that entry was made into the home through the back door which was found unsecured. No property was reported missing.
Arrests
• Aggravated Sexual Battery – On February 12, 2022, detectives with the Special Victims Unit concluded an investigation into a sexual assault that was reported to have occurred in the Woodbridge (22193) area of Prince William County between January 2018 and November 2019. The investigation revealed that the victim, who was between 6-8 years old at the time of the offense, was inappropriately touched by an acquaintance, identified as the accused, on more than one occasion during the above timeframe. The incidents were reported to a school counselor in November 2021 who notified the police which prompted the investigation. Following the investigation, the accused, identified as Arnel Cedilla BAGAPORO, was
arrested.

• Strangulation | Domestic Related – On February 13 at 1:20PM, officers responded to a residence located in the 16600 block of Flotilla Way in Woodbridge (22191) to investigate a domestic. The victim, a 47-year-old woman, reported to police that she and a family member, identified as the accused, were involved in a verbal altercation that escalated. During the encounter, the accused struck and bit the victim before grabbing her throat. Eventually the parties separated, and the police were contacted. The victim reported minor injuries. The accused initially left the residence prior to police arriving at the home. Later in the evening, officers made contact with the accused at a police station. Following the investigation, the accused, identified as George AKUFFO, was arrested.

• Strangulation | Domestic Related – On February 13 at 11:55AM, officers responded to a residence located in the 7500 block of Alleghany Rd. in Manassas (20111) to investigate a domestic. The investigation revealed that the victim, a 38-year-old woman, and an acquaintance, identified as the accused were involved in a verbal altercation that escalated. During the encounter, the accused pushed the victim to the ground before grabbing her throat. A family member intervened, and the parties separated. The victim reported minor injuries. Following the investigation, the accused, identified as Carlos Manuel RAMIREZ SOTO, was arrested.

• School Threat on Instagram toward Saunders Middle to be handled through juvenile diversion process. – On February 8 at 6:37AM, the School Resource Officer (SRO) assigned to Saunders Middle School, located at 13557 Spriggs Rd. in Manassas (20112), was contacted regarding a threat made towards the school on social media. The investigation revealed that an unknown individual, later identified as the accused, posted threats of potential violence towards the school on Instagram. The principal was notified of the threats and contacted the police. Following the investigation, officers identified the sender of the messages as a 14-year-old male student and determined the threat to the school was not credible. Following the investigation, officers sought petitions against the accused. After consultation with Juvenile Court Services, the case resulted in an informal action and will be handled through the juvenile diversion process.
