• Reckless Handling of a Firearm *ARREST –
On September 3, 2024 the suspect, identified as Donovan Scott BUCKNER, who was sought in connection to a shots fired call that was reported to have occurred at the Regency Apartments located in the 9900 block of Shallow Creek Lp. in Manassas (20109) on Aug. 30, was arrested.
Arrested on September 3:
Donovan Scott BUCKNER, 37, of 13673 Legacy Cl. in Herndon
Charged with reckless handling of a firearm and felon in possession of a firearm

Reckless Handling of a Firearm [Previously Released] – On Aug. 30, 2024 at 8:59PM, Prince William County Policeofficers responded to the Regency Apartments located in the 9900 block of Shallow Creek Lp. in Manassas (20109) to investigate a shots fired call. The investigation revealed a group of people were outside the apartment building when an occupant of a red Dodge Challenger, identified as the accused, fired multiple rounds in the air as the vehicle drove away. No injuries or property damage were reported. Officers determined the incident was not random. Following the investigation, officers obtained arrest warrants for the accused, identified as Donovan Scott BUCKNER. Attempts to locate the accused have been unsuccessful.

INCIDENTS
• Sexual Assault Investigation –
On Sept. 1, 2024at 2:17AM, Prince William County Police officers responded to the 17000 block of Richmond Hwy. in Dumfries (22026) to investigate a sexual assault. The investigation revealed the victim, a 45-year-old man was asleep inside a van parked in the above area when he woke to an unknown man entering his vehicle without permission. While inside the vehicle, the suspect sexually assaulted the victim before leaving the area in a dark-colored sedan. The victim contacted police and was treated at an area hospital. Attached is a composite sketch of the suspect. The investigation continues.

A tall black male, 35-40 years of age with a shaved head, goatee, and tattoo on his forearm

Malicious Wounding – On August 30, 2024 at 11:37PM, Prince William County Police officers on a concert detail at Jiffy Lube Live located at 7800 Cellar Door Dr. in Bristow (20136) were alerted to a fight in the parking lot area. The investigation revealed the occupants of multiple vehicles were involved in a verbal altercation while attempting to exit the parking lot following a concert. At one point, a man struck a 20-year-old female occupant in one of the vehicles in the face before walking away. The victim was treated at an area hospital for non-life threatening injuries. It is unknown if the assailant was an occupant in one of the other vehicles involved in the initial verbal dispute.

Reckless Handling of a Firearm – On September 3 at 7:33PM, officers responded to the 10300 block of Copeland Dr. in Manassas (20109) to investigate a shots fired call. The investigation revealed two vehicles, a small grey sedan and a red vehicle with black racing-style stripes, were driving in the above area when shots were fired from the grey sedan. Neither vehicle was located. No injuries or property damage were reported. Shell casings were located in the roadway.

Strong-Arm Robbery – On August 31 at 4:41PM, Prince William County Police officers responded to Veterans Park located at 14300 Veterans Dr. in Woodbridge (22191) to investigate a robbery. The investigation revealed the victim, a 15-year-old male juvenile, and three other males, possibly juveniles, were at the basketball courts when a verbal altercation escalated. During the encounter, one of the suspects struck the victim multiple times before a second suspect brandished a knife. The suspects took the victim’s shoes and skateboard before leaving. Minor injuries were reported. This incident does not appear random.

Indecent Exposure – On September 3 at 2:06PM, Prince William County Police officers responded to the Sherbrooke Condominiums located in the 12200 block of Ladymeade Ct. in Woodbridge (22192) to investigate an indecent exposure. The investigation revealed the victim, a 66-year-old woman, was near the community trash collection area when she was approached by an unknown man. During the encounter, the suspect exposed himself to the victim before leaving in a silver Toyota Prius. The victim went to a nearby residence where police were contacted. No injuries were reported.

• Commercial Burglary,

– On September 1, 2024 at 12:07PM, Prince William County Police officers responded to the Sunglass Hut store in Potomac Mills located at 2700 Potomac Mills Cl. in Woodbridge (22192) to investigate a burglary. Surveillance footage revealed at approximately 10:10AM, an unknown man entered through an unsecured door and took several pairs of sunglasses before leaving.

A black male, with a thin build, and dreadlocks
Last seen wearing a dark-colored jacket and pants, high white socks with slides and carrying a dark-colored backpack

• Residential Burglary – On August 31, 2024 at 11:04PM, Prince William County Police officers responded to a residence located in the 12100 block of Derriford Ct. in Woodbridge (22192) to investigate a burglary. The investigation revealed forced entry was made into the home through a window which was found damaged. Jewelry and an undisclosed amount of money were reported missing.

ARRESTS
• Strangulation (Domestic Related) –
On August 30, 2024 at 10:45PM, Prince William County Police officers responded to a residence located in the 8700 block of Linton Hall Rd. in Bristow (20136) to investigate a domestic dispute. The investigation revealed the victim, a 36-year-old woman, and a family member, identified as the accused, were involved in a verbal altercation that escalated. During the encounter, the accused grabbed the victim’s neck before the parties separated. When the victim attempted to contact the police, the accused grabbed her phone and left the residence. While investigating the incident, the accused returned to the home and was detained without incident. Minor injuries were reported. Following the investigation, the accused, identified as Wilber Antonio GUERRERO ZELAYA, was arrested.

• Felony Child Neglect – On August 30, 2024 Prince William County Police detectives concluded an investigation into a child neglect that was reported to have occurred at the Woodbridge Station Apartments located in the 1300 block of Eisenhower Cl. in Woodbridge (22191) on August 17. The investigation revealed hot water was spilled onto the victim, a 5-year-old girl, while in the care of her mother, identified as the accused. The child was treated at an area hospital with severe burns. Further investigation revealed the victim was burned in a similar manner previously and appropriate safety precautions had not been taken. Following the investigation, the accused, identified as Julia Joyce WILLIAMS, was arrested.

• Reckless Handling of a Firearm | Road Rage Related – On August 31, 2024 at 11:35AM, Prince William County Police officers responded to the 14800 block of Winding Lp. in Woodbridge (22191) to investigate a shots fired call. The investigation revealed the victim, a 61-year-old man, was driving in the area of Maryland Ave. when he was involved in a road rage incident with the driver of another vehicle, later identified as the accused.
Both drivers drove to the above location where a verbal altercation escalated when the accused brandished a firearm. At one point during the encounter, the accused fired multiple rounds into the air before the victim drove away and contacted the police. No injuries or property damage were reported. Following the investigation, the accused, identified as Christopher Allen GARVIN, was arrested.

• Assault & Battery on a Law Enforcement Officer [LEO] – On September 3, 2024 at 8:20AM, Prince William County Police officers responded to the Sheetz located at 4021 Prince William Pkwy. in Woodbridge (22192) to investigate a shoplifter. When officers attempted to detain the shoplifter, identified as the accused, she actively resisted before striking and kicking officers several times and refusing to follow officer’s commands. Eventually, officers detained the accused without further incident. Minor injuries were reported by an officer. Following the investigation, the accused, identified as Nancy Gabriela LEMUS-ORTIZ, was arrested.

Charged with assault & battery on LEO, obstruction of justice, and petit larceny
