ARRESTS

Rape / Aggravated Sexual Battery – On April 23, 2012, police began an investigation into two sexual assaults which were reported to have occurred in the 14200 block of Lindendale Rd in Woodbridge (22193) between 2004 and 2006. The investigation revealed that the victims, a 5-8 year old girl and a 7-10 year old girl at the time of the offenses, were both sexually assaulted by the accused, a known family member, on several occasions during the time frame above. Following an investigation, warrants were obtained against the accused who was located and arrested in Fredericksburg on May 17, 2012. The accused is currently awaiting transport back to Prince William County. Arrested:  Dennis Rene ASTURIAS, 37, of 3006 Village Ln in Fredericksburg. Charged with rape and aggravated sexual battery [in reference to the case involving the 7-10 year old victim] and aggravated sexual battery and attempted forcible sodomy [in reference to the case involving the 5-8 year old victim]. Court date unavailable, held WITHOUT bond.

Rape / Indecent Liberties – In April of 2012, detectives from the Special Victims Bureau received information about a sexual assault which was reported to have occurred in the 15000 block of Cardin Pl in Woodbridge (22193) between Feb. 1-29, 2012. The investigation revealed that the victim, a 14-year-old girl of Washington D.C., was living at a residence in the above area during that time frame and was sexually assaulted by the accused, a known acquaintance. Following an investigation, warrants were obtained against the accused who was located and arrested in Washington D.C. by the U.S. Marshal’s Fugitive Task Force on May 16, 2012. The accused is currently awaiting extradition back to Virginia. Arrested: Reginald Alfred SCHOOLS, 46 – no fixed address. Charged with rape and taking indecent liberties with a child. Court date unavailable, held WITHOUT bond,

Aggravated Sexual Battery / Indecent Liberties – On May 14, 2012, detectives from the Special Victims Bureau began an investigation into a sexual assault which was reported to have occurred in the 17800 block of Lounsbery Dr in Dumfries (22026) on April 21, 2012. The investigation revealed that on that date, the victim, a 12-year-old girl of Alexandria, was sexually assaulted by the accused, a known acquaintance, while the victim was staying at the residence of the accused in the above area. Following an investigation, warrants were obtained against the accused who was located and arrested on May 17, 2012. Arrested: Francisco BLANCO-CERNA, 28, of 17878 Lounsbery Dr in Dumfries. Charged with aggravated sexual battery and taking indecent liberties by a custodian. Court date unavailable, held WITHOUT bond.

Indecent Liberties – On May 17, 2012, detectives from the Special Victim’s Bureau began an investigation into a sexual assault which was reported to have occurred in the 15000 block of Catalba Ct in Woodbridge (22191) between September of 2010 and June 2011. The investigation revealed that the victim, a 13-year-old female at the time of the offenses, was sexually assaulted and propositioned several times during the time frame above. Following an investigation, a warrant was obtained against the accused who was located and arrested on May 17. Arrested: Jose Odil DIAZ, 44, of the 15000 block of Catalba Ct in Woodbridge. Charged with indecent liberties with a child. Court date unavailable, held WITHOUT bond.

Malicious Wounding – On May 16, 2012 at 12:47 p.m., police responded to investigate an assault which was reported to have occurred in the 14500 block of Pratt St in Woodbridge (22191) on May 13, 2012. The victim, a 31-year-old female of North Dakota, reported to police that on that date she and the accused, a known acquaintance, were involved in a verbal altercation which escalated. During the encounter, the accused allegedly spit in the victim’s face and attempted to choke her before slamming her head into a door. The victim received treatment for minor injuries. Following an investigation, a warrant was obtained against the accused who was arrested without incident on May 16, 2012. Arrested: Warren Joseph STINSON, 33, of 14503 Pratt St in Woodbridge. Charged with malicious wounding. Court date unavailable, held WITHOUT bond.

Reckless Handling of a Firearm / Domestic Assault & Battery – On May 17, 2012 at 2:59 a.m., police responded to the 1900 block of Briar Rose Ln in Woodbridge (22192) for a domestic. The investigation revealed that both accused individuals were involved in a verbal altercation which escalated physically. During the encounter the accused, FOWLER, retrieved a handgun and discharged one round into the floor. Minor injuries were reported. No injury as a result of the fired round. No other injuries or damage from surrounding apartments. Both accused individuals were arrested without incident. Arrested: Teraney FOWLER, 26, of 1920 Briar Rose Ln #102 in Woodbridge. Charged with reckless handling of a firearm and domestic assault & battery. Court date unavailable, released on a $2,500 unsecured bond. Tracy Alexander WOODSON, 43, of 1920 Briar Rose Ln #102 in Woodbridge. Charged with domestic assault & battery. Court date unavailable, released on a $2,500 unsecured bond.

Stalking / Indecent Exposure – On May 17, 2012 at 11:40 p.m., police responded to the McDonalds located at 14591 Jefferson Davis Hwy in Woodbridge (221191) for a suspicious person. An employee, a 57-year-old woman of Woodbridge, reported to police that she encountered an unknown man as she was throwing trash away behind the establishment. Once discovered by the employee, the man exposed himself to her. The employee went back into the establishment. Later, the employee was leaving for the night and encountered the same man who began to follow her. The employee was able to contact police. Officers located the man, identified as the accused, and arrested him without incident. The accused never made physical contact with the employee. Arrested: Rigoberto LOPEZ CASTRO, 34, of 9561 Tudor Oaks Dr in Manassas. Charged with stalking, indecent exposure and intoxication in public. Court date unavailable, held WITHOUT bond.

Indecent Exposure / Hit & Run – On May 17, 2012 at 11:27a.m., police responded to the 7900 block of Stonewall Shops Sq in Gainesville (20155) for a suspicious person. The victim, a 19-year-old woman of Sumerduck, reported to police that she was in the parking lot in the above area when she observed an unknown man in a vehicle near where she was standing. The man had the door to the vehicle open and was exposing himself. The victim was able to contact police from a nearby store. The man then proceeded to flee in the vehicle, striking an unoccupied vehicle in the process. Minor damage was reported. Witnesses at the scene were able to provide police with the registration information of the suspect vehicle. That information led to the identity of the accused who was located at his residence and arrested without incident. Arrested: Kenneth Earl EMBERTON III, 18, of 7676 Lucas Ct in Gainesville. Charged with indecent exposure, masturbation in public and hit & run. Court date set for June 19, 2012, held on a $5,000 secured bond.

INCIDENTS
Attempted Burglary
– On May 17, 2012 at 10:20 p.m., police responded to the 1600 block of Heron Way in Woodbridge (22191) for an attempted burglary. Homeowner reported to police that between 8 a.m. on May 1 and 10:10 p.m. on May 17, an unknown person(s) attempted entry into the residence by prying open a rear door. No entry was gained and no items were reported missing.
