Please see the below updates announcing the arrests made in two separate investigations conducted by the Prince William County Police, Criminal Investigations Division.
Prince Cole Ct sexual assault in Manassas
Rape | Burglary with Intent to Defile *ARREST – On March 14th, detectives from the Special Victims Unit were able to identify the suspect involved in the sexual assault which occurred at a residence located in the 7500 block of Prince Cole Ct in Manassas on March 9th. Detectives located surveillance footage which showed a possible suspect walking in the area at the time of the offense. After an extensive investigation and numerous canvasses in the neighborhood, detectives were able to identify the suspect as Jose RUIZ of Manassas. Following the investigation, detectives obtained warrants against RUIZ in connection to the incident. After a search, RUIZ was located and arrested on March 14th in the area of Keara Ct in Manassas by a police K-9 and patrol officers with the Prince William County Police Department. The U.S. Marshals’ Fugitive Task Force also assisted in the investigation.

Rape | Residential Burglary [Previously Released] – On March 9th at 4:41AM, officers responded to an apartment located in the 7500 block of Prince Cole Ct in Manassas (20111) to investigate a sexual assault. The victim, a 40 year old woman of Manassas, reported to police that while she was sleeping, an unknown man got into her bed and sexually assaulted her. The victim initially thought the suspect was her husband but then realized the suspect was a stranger. The suspect appeared to have entered the home through an unsecured door. The suspect fled the area prior to officers arriving at the residence. No description of the suspect was provided to police due to the room being dark at the time of the offense. The investigation continues.
Carter Bank and Trust robbery in Nokesville
Bank Robbery *ARRESTS – On March 14th, detectives from the Robbery Unit were able to identify the suspect involved in the robbery which occurred at the Carter Bank & Trust located at 12912 Fitzwater Dr in Nokesville on March 6th. An anonymous tip was received through Crime Solvers which identified the suspect as Michael JERMAN of Manassas. Upon further investigation, detectives were also able to identify the owner of the truck used in the robbery as Regina RINKER, girlfriend of the JERMAN suspect. On March 14th, the JERMAN suspect was located and arrested without incident by members of the Street Crimes Unit in Manassas. Detectives also discovered that RINKER was involved in the robbery as well. Following the investigation, a warrant was also obtained in connection to RINKER’s involvement in the incident. She was subsequently arrested by the Warren County Sheriff’s Office and is currently awaiting extradition back to Prince William County.

Bank Robbery [Previously Released] – On March 6th at 11:18AM, officers responded to the Carter Bank & Trust located at 12912 Fitzwater Dr in Nokesville (20181) to investigate a robbery. Employees reported to police that an unknown man entered the bank and approached the teller counter. Once at the counter, the man passed a note demanding money and implying a weapon. The man fled the bank with an undisclosed amount of U.S. Currency. No injuries were reported and no weapon was seen. The suspect was last seen fleeing the bank on foot. A police K-9 was used to search for the suspect. Detectives from the Robbery Unit were able to determine that the suspect involved in the robbery of ran to a vehicle which was parked in a nearby business parking lot and fled the scene immediately after robbing the bank. Surveillance images from that business were obtained showing the vehicle
