PW planning commission to consider 1650-home rezoning near Jiffy Lube Live

The 864-acre Stone Haven project south of Wellington Road and Jiffy Lube Live will be considered Sept. 3 by Prince William County Planning Commission at a 7 p.m. public hearing in McCoart Government Center off Prince William Parkway.

The planning commission makes recommendations to the county’s board of supervisors, which also will hold a public hearing and have final say on the comprehensive plan amendment (CPA) and the rezoning.

The applicant wants to build 1650 residential units, including single-family detached dwellings, and up to 1.1 million square feet of office/employment and commercial/retail development.  County planning staff recommends approval of both the CPA and the rezoning, according to its staff report.

Jiffy Lube Live, heavy and light industrial uses, offices and vacant land lie north of the property. Single-family detached homes are on the east, while industrial and office/flex uses sit on the northeast along Wellington Road. The site for Devlin Road Elementary School is on the east side near residential development. Existing development on the south is residential. There is a small neighborhood commercial center at the corner of Linton Hall and Devlin roads.

In Jan. 2012, the planning commission got a request for a CPA for about 337 acres of the Hunter trust property, also called Stone Haven. In Mar. 2012, supervisors decided not to initiate the CPA, calling instead for a study of a wider area. Four meetings were held for public input, and the study was given to supervisors in Nov. 2012.

In Jan. 2013, a second CPA application was filed with the county, and in Mar. 2013, supervisors initiated the CPA to change the long-range land use to coincide with the study. A companion rezoning was filed with the CPA application, the staff report indicates.
