Incidents and arrests released on Tuesday, November 17, 2015
**UPDATES**
Strangulation *ARREST – On November 16th, officers located the suspect involved in the domestic strangulation incident which was reported to have occurred at a residence located in the 4100 block of Potomac Highlands Cir in Triangle on November 8th. The accused was arrested without incident at his residence located in the 4100 block of Potomac Highlands Cir in Triangle.
Arrested on November 16th:
Larry James CARTER JR., 29, of the 4100 block of Potomac Highlands Cir in Triangle
Charged with strangulation and destruction of property

Strangulation – On November 8th at 9:09AM, officers responded to a residence located in the 4100 block of Potomac Highlands Cir in Triangle (22172) to investigate a domestic. The victim, a 60 year old man of Triangle, reported to police that he and the accused, a known acquaintance, were involved in a verbal altercation which escalated. During the encounter, the accused grabbed the victim by the throat and assaulted him. A witness to the incident was able to separate the two parties and police were contacted. Minor injuries were reported. The accused fled the area prior to police arrival. Following the investigation, officers obtained warrants for the arrest of the accused.
Abduction Investigation *ARREST – On November 12th, detectives from the Gang Units identified one of the suspects involved in the abduction which was reported to have occurred in the area of Portsmouth Dr near the Westgate Apartments in Manassas on November 4th. Following the investigation, detectives obtained warrants for the arrest of this suspect, identified as Luis Ramon MEMBRANO-MELGAR. The accused was subsequently located and arrested by members of the Prince William County Police Gang Unit and the Northern Virginia Gang Task Force without incident. The investigation continues.

Abduction Investigation [Previously Released] – On November 4th at 7:35PM, officers responded to the 7600 block of Bland Dr in Manassas (20109) to investigate abduction. Officers located the victim, a 17 year old male juvenile of Manassas, who reported to police that he was walking in the area of Portsmouth Dr near the Westgate Apartments when he was approached by a vehicle occupied by 4 or 5 Hispanic males. During the encounter, the victim was forced into the vehicle by a suspect armed with a machete. The victim was driven to the area of Brandon Way and Sudley Manor Dr where he was forced to exit the vehicle with the suspects. At some point, the victim was eventually able to get away from the suspects and contact police. No injuries were reported. Following the investigation, detectives from the Gang Unit determined that the incident was gang related, not random. The investigation continues.
Malicious Wounding *ARREST – On November 6th, detectives from the Robbery and Gang Units identified one of the suspects involved in the malicious wounding which was reported to have occurred in the area of River Ridge Blvd and Jefferson Davis Hwy in Dumfries on October 31th. Following the investigation, detectives obtained warrants for the arrest of this suspect, identified as David Moss BROWN. The accused was subsequently located and arrested without incident. The investigation continues.
Arrested on November 7th:
David Moss BROWN, 18, of 2936 Truffle Oak Pl in Woodbridge
Charged with aggravated malicious wounding and stabbing in the commission of a felony

Malicious Wounding [Previously Released] – On October 31st at 6:10PM, officers responded to the 3100 block of Chesapeake Dr in Dumfries (22026) to investigate a stabbing. Upon investigation, it was determined that the victim, a 17 year old male juvenile of Dumfries, was walking in the area of River Ridge Blvd and Jefferson Davis Hwy when he was approached by five unknown males. The parties were then involved in a verbal altercation which escalated. During the encounter, the victim was assaulted by two of the males then stabbed with a knife in the abdomen. The victim ran from the suspects and collapsed in the area of Chesapeake Dr. The suspects fled the area on foot. The victim was flown to an area hospital with serious, non-life threatening injuries. Officers, including a police K9, checked the surrounding area for the suspects who were not located. The investigation continues.
**ARRESTS**
Assault & Battery on a Law Enforcement Officer [LEO] – On November 16th at 4:40PM, officers responded to the area of Sunset Dr and Impala Dr in Manassas (20110) for a robbery. Officers arrived in the area and made contact with the accused. Further investigation by officers determined that a robbery did not occur. The accused was subsequently transported to the Community Service Board for a mental evaluation. During the encounter, the accused became agitated towards officers and Community Service Board staff then kicked and spit on two officers. The accused was quickly detained without further incident. No injuries were reported. Following the investigation, the accused was arrested.
Arrested on August 21st:
Mohsan MAHMOOD, 18, of 14555 Collingham Pl in Gainesville
Charged with 2 counts of assault & battery on a LEO, 1 count of disorderly conduct, and 1 count of filing a false police report
Court date: December 21, 2015 | Bond: held WITHOUT bond
Peeping Investigation – On November 16th at 3:10PM, officers responded to Potomac Mills Mall located at 2700 Potomac Mills Cir in Woodbridge (22192) to investigate a peeping incident. The victim, a 35 year old woman of Alabama, reported to police that she was using the restroom inside the mall when she saw a bag protruding from underneath a neighboring stall. At that point, the victim exited her stall to confront the suspect. A male suspect dressed in woman’s clothing then exited the stall and went to another stall adjacent to another woman. The victim alerted the woman in the stall then contacted Potomac Mills Mall security. Security staff made contact with the accused until officers arrived and detained the accused without incident. No injuries were reported. Detectives from the Special Victims Unit determined the accused was the same suspect involved in two similar incidents which were reported at the Potomac Mills Mall on October 11th and the Wal-Mart of Worth Ave on May 15th. Following the investigation, the accused was arrested.

Richard RODRIGUEZ, 30, of 402 Old Greenwich Dr in Fredericksburg
Charged with 3 counts of unlawful filming of a nonconsenting person and 3 counts of peeping

**INCIDENTS**
Indecent Exposure – On November 16th at 6:17PM, officers responded to the 4700 block of Still Pl in Woodbridge (22193) to investigate an indecent exposure. The victim, a 28 year old woman of Woodbridge, reported to police that she was outside her residence when she observed an unknown man expose himself and make an obscene gesture. The victim immediately contacted police and the suspect left the area. No other contact was made between the two parties. Officers checked the area and did not locate the suspect.
Suspect Description:
Black male, between 20 & 25 years of age, 5’7”, 150lbs with a thin build and dark complexion
Last seen wearing a black hooded sweatshirt and black pants
Attempted Commercial Burglary– On November 15th at 10:54PM, officers responded to the Public Storage located at 14123 Jefferson Davis Hwy in Woodbridge (22191) to investigate an attempted burglary. An employee reported to police that they observed an unknown man attempt entry into one of the storage units which was found damaged. The victim immediately contacted police and the suspect left the area. No entry was made into the storage unit and no property was reported missing.

Black male, between 18 & 25 years of age, 5’6”, 130lbs with a thin build, brown eyes and black hair
Last seen wearing a striped sweater and blue jeans
