Aggravated Malicious Wounding *ARREST – On July 8th, officers from the Fairfax County Police Department arrested the suspect, Robert SHORTS, involved in the shooting incident which was reported to have occurred in the 18100 block of Triangle Shopping Plz located in Dumfries on June 21st.
Arrested on July 8th:
Robert Lee SHORTS, 20, of the 100 block of Eaton Ct in Stafford
Charged with aggravated malicious wounding and use of a firearm in commission of a felony

Aggravated Malicious Wounding [Previously Released] – On June 21st at 2:10PM, officers responded to the 18100 block of Triangle Shopping Plz located in Dumfries (22026) to investigate a shooting. The investigation revealed that the victim, a 19 year old man of no fixed address, was walking to the plaza along Fraley Blvd when he encountered a known male acquaintance. During the encounter, both men became involved in a verbal altercation which escalated. At one point, the suspect pulled out a handgun and shot the victim to his lower body. After the shooting, the suspect, and an unknown woman accompanying him, fled on foot towards a nearby wooded area. Previous information regarding this incident indicated there were three suspects. That information was later determined to be inaccurate. The victim was flown to an area hospital with non-life threatening injuries. A police K-9 and helicopter were used to search the area for the suspects. This incident was not random and appeared to have stemmed from a previous incident involving the male parties. The victim was only able to describe the shooter. On June 22nd, detectives from the Violent Crimes Bureau identified the suspect involved in this incident. The suspect, identified Robert SHORTS, was determined to have been the shooter. Following the investigation, detectives obtained warrants for his arrest.
**INCIDENTS**
Strong Armed Robbery | Residential Burglary – On July 7th at 4:50PM, officers responded to investigate an assault which was reported to have occurred at a residence located in the 2800 block of Bowes Ln in Woodbridge (22193) earlier that morning around 2:30AM. The victim, a 28 year old man of Woodbridge, reported to police that he was sitting on his front stoop when he was approached by the accused, a known acquaintance. During the encounter, the accused struck the victim in the face and forcibly took his cell phone. The victim was able to get the phone back from the accused, at which point, the accused entered the victim’s home without permission and took two pairs of headphones before leaving the residence. Minor injuries were reported. This incident apparently stemmed from a previous encountered between the two parties. Following the investigation, officers obtained warrants for the arrest of the accused, identified as Devante CONWARD. Attempts to locate the suspect have been unsuccessful.

Described as a white male, 5’10”, 155lbs with a thin build, light complexion, short black hair and brown eyes
Wanted for robbery, burglary and grand larceny
Brandishing | Threats by Electronic Means – On July 7th at 9:30PM, officers responded to a residence located in the 15500 block of Three Otters Pl in Manassas (20112) to investigate an assault. The victim, a 19 year old woman of Manassas, reported to police that she and the accused, a known acquaintance, were involved in a verbal altercation which escalated. During the encounter, the accused assaulted the victim and, at one point, brandished a rifle towards her and four other acquaintances at the residence. No shots were fired. The accused eventually left the home and posted a threatening message on the victim’s social media page. The victim was not injured from the initial assault. Following the investigation, officers obtained warrants for the arrest of the accused, identified as Paul HAGAN. Attempts to locate the suspect have been unsuccessful.

Described as a black male, 6’1”, 210lbs with a medium build, medium complexion, short black hair and brown eyes
Wanted for 5 counts of brandishing, 1 count of assault & battery and 1 count of threats by electronic means
Shooting into an Occupied Dwelling – On July 7th at 9:30PM, officers responded to investigate a destruction of property call which was reported to have occurred at a residence located in the 15300 block of Commitment Ct in Woodbridge (22193) on July 4th around 9:30PM.The homeowner reported to police that on July 4th he heard a loud noise which was believed to have been attributed to fireworks. The homeowner initially checked the residence and did not locate any damage inside the home. On July 7th, the homeowner observed damage to a bedroom ceiling which appeared to have been caused by a projectile that entered the residence.
**ARRESTS**
Strong Armed Robbery | Assault & Battery – On July 6th at 8:10PM, officers responded to investigate an assault which was reported to have occurred at the Days Inn located at 16925 Old Stage Rd in Dumfries (22025). The victim, a 35 year old woman of Woodbridge, reported to police that she was staying at the above hotel when the accused entered the room and began to verbally argue with her. During the encounter, the accused struck the victim in the face multiple times. The victim went into the bathroom area of the room where the accused followed and forcibly took her cell phone preventing the victim from contacting police. The accused eventually left the room. A short time later, the victim also left the room and was able to flag down a passing police officer. The victim sustained minor injuries from the assault. Following the investigation, officers obtained warrants for the arrest of the accused, identified as Deshawn MARTIN. The suspect was eventually arrested on July 9th.

Charged with robbery, assault & battery and preventing the summoning of law enforcement

Indecent Liberties with a Child – On July 9th, detectives from the Special Victims Bureau concluded an investigation involving the solicitation of a child with the execution of a search warrant at 1813 Wigglesworth Way in Woodbridge (22191). The investigation revealed that between May and June of 2015, the accused was using a cell phone application called TangoMe to correspond with the victim, identified as a 16 year old female juvenile of Philadelphia, PA. During those conversations with the victim, the accused exposed himself and solicited inappropriate images from the victim. Following the investigation, the accused was arrested without incident. The accused is an employee of the Metro Transit Police Department (MTPD). The alleged activity was first reported to MTPD, who launched an internal investigation and notified the FBI. The Prince William County Police Department took over the investigation shortly thereafter.

Charged with indecent liberties with a child and use of a communications device to solicit offenses involving children

Indecent Exposure – On July 7th at 8:30PM, officers responded to the 8500 block of Rixlew Ln in Manassas (20109) to investigate an indecent exposure. Multiple callers reported to police that an unknown man was naked and lying in the grass near the above location. Officers arrived in the area and located the man, identified as the accused, in the parking lot of the Manassas Mall. The accused appeared to be under the influence of a narcotic and was subsequently arrested without incident.

Charged with indecent exposure and public intoxication
