Person wanted in connection with Jan. 12 courthouse bomb threat turns himself in to PWC Police

Threat to Bomb *ARREST – On January 14, the accused, identified as Randy Leo JESSEE, who was wanted in connection to the bomb threat which was reported to have occurred at the Prince William County Courthouse located at 9311 Lee Ave in Manassas on January 12 turned himself into police without incident.

Threat to Bomb [Previously Released] – On January 12 at 9:30AM, officers responded to the Prince William County Courthouse located at 9311 Lee Ave in Manassas (20110) for a bomb threat. The investigation revealed that an unknown male caller reported that there was a bomb in the courthouse. After a search of the property and surrounding area with the assistance of two police K-9 units, officers determined that the threat was not credible. During the investigation, detectives from the Intel Unit identified the caller as the accused and obtained a warrant for his arrest.

**ARRESTS**

Armed Robbery | Felony Hit & Run – On January 15 at 4:06PM, officers responded to the area of Lindendale Rd and Leesburg Ct in Woodbridge (22193) to investigate a robbery. The victim, a 15-year-old male juvenile of Woodbridge, reported to police that he and another male juvenile were walking in the above area when they were approached by four males in a white Mercedes sedan. During the encounter, one of the males implied he had a weapon and demanded the victim’s property. The suspects took the victim’s shoes and a cell phone before fleeing in the vehicle. No injuries were reported. A responding officer observed a vehicle matching the description provided by the victim and attempted a traffic stop. Two occupants bailed out of the vehicle in the area of Dale Blvd and Kaiser Ct. The vehicle was still in motion and struck an unoccupied, parked vehicle before striking a police cruiser. No injuries were reported. A police K-9 responded to the area and located one of the suspects. The second suspect was not located. The vehicle driven in the incident was reported stolen earlier in the day from a home in the 3300 block of Bybrook Ln in Woodbridge. Following the investigation, detectives from the Robbery Unit arrested the suspect, identified as a 15-year-old male juvenile of Woodbridge. At the time of the traffic stop, the vehicle was only occupied by two of the four suspects. The investigation continues.

Burglary while Armed – On January 13 at 11:03AM, officers responded to a residence located in the 2300 block of West Longview Dr in Woodbridge (22193) to investigate a home invasion. The victim, a 30-year-old man of Woodbridge, reported to police that two men brandished handguns and entered his home. One of the men was known to the victim. A struggle ensued and the suspects fled the residence. Minor injuries were reported and no property was taken. The incident was not random and appeared to be narcotics related. Detectives from the Robbery Unit were able to identify both men involved. Following the investigation, one of suspects, identified as Decontae Shameer COSME, was arrested. The second suspect, identified as Kabel La’Quan MOODY, is currently being sought by police on active warrants.

Described as a black male, 6’3”, 215lbs with black hair and brown eye
Wanted for attempted robbery, burglary while armed, and use of a firearm in commission of a felony

Attempted Armed Robbery – On January 13 at 12:16AM, officers responded to an area hospital to investigate a shooting which was reported to have occurred in the area of Dale Blvd and Minnieville Rd in Woodbridge (22193) during the late evening hours on January 12. The accused reported to police that he met a known man in the above area to conduct a narcotics transaction. During the encounter, the accused brandished a handgun and attempted to rob the man. A struggle ensured and the other party pulled out his own weapon and fired towards the accused, striking him in the lower body. The accused got out of the vehicle and eventually went to an area hospital where police were contacted. Following the investigation, the accused, identified as Brian Kenneth FULLEM, was arrested. The other party was not immediately identified. The investigation continues.

Assault & Battery on a Law Enforcement Officer [LEO] – On January 12 at 10:30PM, officers responded to a residence located in the 5200 block of Mantle Ct in Woodbridge (22193) to investigate a domestic. During the investigation, the accused, identified as a 17-year-old male juvenile, struck another family member in the officer’s presence. The accused was subsequently detained, charged, and released back to his parents. As officers were removing the handcuffs from the accused, he violently swung his arm and struck the officer. The accused was detained once again and placed in a police cruiser. During transport, the accused began slamming his head on the cruiser window and attempted to get his hands free from his handcuffs. When officers stopped the cruiser to check on the accused, he attempted to run away. The accused was quickly detained and transported without further incident.

Reckless Handling of a Firearm – On January 13 at 11:53PM, officers responded to the area of Oakwood Dr and Castille Pl in Woodbridge (22192) to investigate a shots fired call. The investigation revealed that the accused received a ride from two men, one of which was known to him. The three men drove to the area above where a physical altercation ensued. During the encounter, shots were fired and the parties dispersed. The accused returned to his residence and contacted police. The accused was uncooperative with officers during the investigation and was not injured. Following the investigation, the accused, identified as Menz Lapharoah SAUNDERS-SAVAGE, was arrested. Officers later learned that an occupied, parked vehicle was struck by a bullet resulting from the incident.
