Prince William County Department of Development Services has selected Mandi Spina as its first Deputy Director. The new position was approved in the 2022-23 budget.
Spina has nearly 10 years of experience supporting the Department in increasingly senior roles. She previously served as Senior Human Resources and Administration Analyst.

Spina will lead the Department in the areas of Human Resources, Personnel Policies, Budget and Finance, Emergency Management, Information Technology and FOIA processing.
Previously, she was a Senior Human Resources Analyst for the Prince William County Department of Information Technology, where she led efforts to develop and manage all Human Resources, Staff Training and Personnel Policy functions of the Department.
Spina has worked on multiple County and Department level Process Action Teams, including currently serving as a Co-Lead on the Mobius Workforce Project. In 2019, she won a County Executive Award for her role on the Small Business Project Management Team, and in 2017, she earned a County Executive Award Nomination for her role as Co-Chair of the Employee On-Boarding Team.
