Larceny

At approximately 9 p.m. on Sept. 20, 2016, Manassas City Police responded to the 9000 block of Meadowview Dr for a report of larceny. The reporting party told officers that after mistakenly leaving a cell phone and keys on her vehicle, she ran an errand and upon her return home she discovered both items were missing. When the victim called the missing cell phone, a female answered but refused the victim’s attempts to return the phone. The phone was valued at $600.

Assault & Battery
On Sept. 19, 2016, Manassas City Police met with a resident on the 9800 block of Maury Ln for a report of an assault. The reporting party told officers that at approximately 3:15 p.m. on Sept. 16, he was walking in the area of the 9600 block of Main St (known as the “Baldwin Cut”) with a friend when they were approached by a group of unknown males. The male subjects, all in the their teens, allegedly struck one of the victims – both juvenile males – several times, causing non-life-threatening injuries. The second victim was able to escape without injuries.

Hit & Run–Vehicle
On Sept. 19, 2016, Manassas City Police met with a citizen on the 8500 block of Artillery Rd for a report of a hit and run. The reporting party told officers that sometime between 8 p.m. on Sept. 18 and 12:30 p.m. on Sept. 19, her vehicle had been struck by an unknown vehicle when it was parked on a residential street. Damages were estimated at $5,000.

Larceny from Vehicle
On Sept. 17, 2016, Manassas City Police met with a resident on the 9800 block of Main St for a report of a larceny from vehicle. The reporting party told officers that sometime during the overnight hours, someone stole several items valued together at $950 out of his unlocked vehicle. The stolen items included a tablet, a men’s watch, and U.S. currency.

Burglary
On Sept. 15, 2016, Manassas City Police met with a resident on the 9200 block of Hastings Dr for a report of a burglary. The reporting party told officers that at approximately 1 p.m., he was informed that an unknown subject was attempting to break in to his residence. Officers observed that the victim’s front door sustained minor damages from someone apparently kicking it in to gain access.

Robbery
On Sept. 14, 2016, Manassas City Police met with a citizen for a report of a robbery. The reporting party told officers that at approximately 10 p.m., he was walking in the area of Sudley Rd and Digges Rd when he was approached by an unknown vehicle occupied by two male subjects. According to the victim, a 25-year-old male of Warrenton, the two subjects displayed a black handgun and demanded that he enter their vehicle. When the victim did not comply, the two subjects allegedly struck him several times and brought him into the backseat of the vehicle. The victim stated that one of the suspects stole his wallet, which contained identification cards and an undisclosed amount of cash, before making him exit the vehicle on the 7400 block of Sudley Rd. The victim was safely transported back to Manassas City Police by Prince William County Officers and sustained non-life-threatening injuries.
Description of Suspects:          Two black males with shoulder-length dreadlocks
Description of Suspect Vehicle:  Honda sedan (possibly an Accord), four-door, silver


**Arrests**

Animal Cruelty – Warrants Served

On Aug. 17, 2016, Manassas City Police met with a resident on the 10200 block of Foxborough Ct for a report of animal cruelty. The reporting party told officers that they scheduled a routine checkup for their two-year-old dog with a mobile veterinary service named “NOVA Mobile Vet.”  According to the victims, a veterinary technician employed by NOVA Mobile Vet entered the residence to retrieve the dog and have him treated in the company’s van parked outside. In the process of moving the dog outside, the accused allegedly handled the dog with excessive force. The dog subsequently died as a result. Through further investigation, Manassas City Animal Control Officers and Detectives identified the veterinary technician as Kimberly A. SKINNER and charged her on Sept. 20 with Cruelty to Animals.

Eluding Police – Arrest
At approximately 1:50 a.m. on Sept. 17, 2016, Manassas City Police was conducting routine patrol in the area of Bristoe Station when officers observed a vehicle with expired registration tags accelerate at a high speed along McDowell Cmn before parking in front of a residence on the 8900 block. When the three occupants of the vehicle exited the vehicle and walked towards a residence, officers successfully stopped two of the three outside. The third subject entered the home and locked the door in spite of officers’ commands. Through further investigation, officers identified the third suspect and driver of the suspect vehicle as Devonte R. JOHNSON. At approximately 5:15 p.m., officers arrested JOHNSON without incident at his residence. He was released on his own recognizance.

Malicious Wounding; Assault & Battery; Breaking & Entering – Arrest
At approximately 12 a.m. on Sept. 20, 2016, Manassas City Police responded to the 8400 block of Georgian Ct for a report of an assault that had just occurred. The victim, a juvenile female of Manassas, told officers that upon arriving at their residence with family members, she was approached by a known female subject, Rikina L. HARRIS, who forced entry into the victim’s residence behind her and initiated a verbal argument. HARRIS then forced the victim outside where she was assaulted by HARRIS and three additional female subjects. When the victim’s family members attempted to intervene, the suspects threw objects at them, causing minor injuries. Through further investigation, officers located the four suspects and identified them as HARRIS, two juvenile females, and an adult female.
