Juvenile, 14, arrested after bomb threat, suspicious package found at Potomac Mills

• Threats to Bomb –
On February 12 at 6:44PM, officers responded to Potomac Mills located at 2700 Potomac Mills Cl. in Woodbridge (22192) to investigate a bomb threat. The Public Safety Communications Center reported that an unknown person had phoned in the threat to the mall. While canvassing the mall, an item, which appeared to be suspicious in nature, was located near the food court area. Patrons were removed from the immediate area until the item could be identified. Officers with assistance the Virginia State Police Explosive Ordinance Disposal Unit determined the device was not a threat. The remainder of the mall was searched, and no additional suspicious devices were located. During the investigation officers learned that the phone used belonged to an employee at the mall. The investigation revealed that a juvenile approached the employee and asked to make a call which was later determined to be the threat. The employee was unaware that the accused had used the phone to make the threat and was determined to be uninvolved.
Officers identified the accused as a 14-year-old male juvenile, who was reported to police as missing family earlier that evening. On February 13, the accused and a family member arrived at a county police station where the accused was subsequently arrested.

• Assault & Battery on a Law Enforcement Officer [LEO] – On February 11 at 5:25PM, officers responded to a residence located in the Woodbridge (22192) area of Prince William County for a person possibly suffering from a mental health crisis. Upon arriving in the area, officers observed a female juvenile, later identified as the accused, who matched the description provided to police walking down the roadway. When officers attempted to detain the accused, she actively resisted and pushed an officer before being taken into custody without further incident. The investigation revealed that the accused was not suffering from a mental health crisis. No injuries were reported. Following the investigation, the accused, identified as a 17- year-old female juvenile, was arrested.

• Residential Burglary – On February 13 at 6:34PM, officers responded to a residence located in the 16300 block of Gangplank Ln. in Woodbridge (22191) to investigate a burglary. The residents of the home reported to police that an unknown man, later identified as the accused, had forcibly entered the residence. After entering the home, the residents fled to a separate room where they contacted police. The accused initially fled
prior to police arriving at the home. While canvassing the area, officers located a man walking nearby who matched the description of the suspect and detained him. While investigating, the suspect was determined to be intoxicated. No injuries were reported, and no property was reported missing. Following the investigation, the accused, identified as Herson LOPEZ MEDINA, was arrested.

Indecent Exposure – On February 11 at 9:31AM, officers responded to the 12400 block of Hedges Run Dr. in Woodbridge (22192) to investigate an indecent exposure. The victim, a 41-year-old man, reported to police that he was in the parking lot of the above area when he observed an unknown man, later identified as the accused, inside a vehicle, exposing himself and making inappropriate gestures. The victim immediately contacted the police. During the investigation, officers identified the man, and determined no physical contact was made between the victim and the accused. Following the investigation, officers obtained arrest warrants for the accused, identified as William Michael SINCLAIR, who was taken into custody later that evening at his residence.

Incidents
• Death Investigation –
On February 12 at 2:26PM, Prince William County Police officers responded to the inlet of the Occoquan Reservoir located behind a residence in the 11500 block of Nellings Pl. in Woodbridge (22192) to investigate a death. The caller reported to police that they had not heard from a family member that day. After checking the person’s home in the above area, something was observed floating in the water. A boater who was nearby confirmed the item seen was a body. Members of the Underwater Search & Rescue Team removed the body from the water. Rescue personnel responded and pronounced the individual deceased. The individual, identified as a 58-year-old woman, had not been reported as missing to police at the time of the incident. The body was transported to the Medical Examiner’s Office for an autopsy and determination of cause of death. At this time, there is no foul play concerning the death. The investigation continues.

• Armed Robbery – On February 12 at 11:19PM, officers responded to the 3600 block of Wharf Ln. in Triangle (22172) to investigate a robbery. The victim, a 17-year-old female juvenile, reported to police that she was walking in the above area when she was approached by four unknown individuals who demanded her phone. The victim refused and a struggle over her phone ensued before one of the suspects brandished a firearm. At that point, a bystander, identified as a 25-year-old man, intervened and the victim was able to separate from the suspects. The suspects then struck the man and took his phone before fleeing the area. The bystander reported minor injuries while the initial victim was unharmed. A police K-9 searched the area for the suspects who were not located. The investigation revealed that no shots were fired during the incident.

• Shooting into a Residential Dwelling – On February 11 at 2:30PM, officers responded to investigate a destruction of property that was reported to have occurred at a residence located in the 10100 block of Crashing Thunder Pl. in the Nokesville (20181) earlier that day. A resident of the home reported to police that they heard a loud noise at approximately 10:00AM. After checking the home, no damage was initially observed. Later that day, the resident observed a bullet hole in a living room window and broken glass beneath the window. The investigation revealed that a round was fired from outside and entered the home through the window. No injuries or additional property damage were reported.

• Residential Burglary – On February 12 at 8:44PM, officers responded to investigate a burglary that was reported to have occurred at a residence located in the 10600 block of Berry Orchard Ct. in Manassas (20112) around 1:00PM on February 10. The homeowner reported to police that a strange noise was heard inside the residence before observing the front door unlocked. After resecuring the door, the noise was heard again. Upon inspecting the front door, the door was found to be unlocked. The homeowner did not immediately call the police. Later that day, damage was observed to the screens on the front window. Police were eventually contacted prompting the investigation. No property was reported missing.
