Child reports indecent liberties and forcible sodomy after seven years

Master Police Officer Renee Carr, public information office for the Prince William County Police Department, reported the following recent arrests:

Attempted Malicious Wounding – On Friday, Feb. 26, at 11:45 p.m., officers were in the area of the Motel 6 located at 17133 Dumfries Rd. in Dumfries (22025) when they were approached by the victim, a 35-year-old man. The victim reported to police that he confronted an unknown man, later identified as the accused, after the man approached his wife.

During the encounter, the accused brandished a knife towards the victim before the victim entered his hotel room. No injuries were reported. The accused was located outside of the hotel and determined to be intoxicated. Following the investigation, the accused, identified as Mukhtar Omar ABDALLA, was arrested.

Indecent Liberties of a Child – On Friday, Feb. 26, detectives with the Special Victims Unit concluded an investigation into a sexual assault that was reported to have occurred at a residence located in the Woodbridge (22191) area of Prince William County sometime between Aug. 15, 2013 and Oct. 31, 2013.

The investigation revealed that the female victim, who was between 5-6 years of age at the time of the offenses, was being cared for by a family acquaintance. During the above timeframe, a resident of the home, later identified as the accused, sexually assaulted the victim. In December 2020, the victim reported the incidents to a family member who contacted the police prompting the investigation.

Following the investigation, on Feb. 26, 2021, detectives obtained arrest warrants for the accused, identified as, Erick OPPONG. The warrants were served on the accused at the Prince William-Manassas Regional Adult Detention Center (ADC) where he is currently incarcerated on unrelated charges.

Assault and Battery on a Law Enforcement Officer [LEO] – On Feb. 26 at 1:59PM, officers responded to the 3700 block of Masthead Tl. in Triangle (22172) to investigate an intoxicated driver complaint. Upon arriving in the above area, officers located a running vehicle occupied by the driver, later identified as the accused, who was determined to be intoxicated. While investigating, officers also located an open container of alcohol inside the center area of the vehicle.

As officers detained the accused, he actively resisted and refused to follow officers’ commands. A brief struggle ensued, where the accused kicked officers before being taken into custody without further incident. No injuries were reported by the officers. Following the investigation, the accused, identified as Tam T. PHAM, was arrested.

Indecent Exposure – On Sunday, Feb. 28 at 6:00PM, officers responded to the Red Roof Inn located at 10610 Automotive Dr. in Manassas (20109) to investigate an intoxicated individual. The manager of the hotel reported to police that an unknown man, later identified as the accused, entered the lobby of the hotel. While walking around the lobby, the accused partially removed his pants and exposed himself before making inappropriate gestures.

The manager contacted the police and upon arrival, officers located the accused in the lobby. During the investigation, officers determined that the accused was under the influence of alcohol and detained him. Following the investigation, the accused, identified as Allen Oliver DOUGLAS, was arrested. While searching the accused incident to arrest, suspected illegal narcotics were located in his possession.
