Child Protective Services called in to assist investigation into alleged sexual assault

Aggravated Sexual Battery – On September 9, detectives from Prince William County Police Department’s Special Victims Bureau began an investigation into an assault which was reported to have occurred in Woodbridge (22191) earlier that morning. The investigation revealed that the accused inappropriately touched the victim, an acquaintance. The victim disclosed the assault to another family member who immediately contacted police. Following the investigation, the accused, identified as Elias Alexander MENDEZ-DELCID, was arrested.

Aggravated Sexual Battery – On September 13, detectives from Prince William County Police Department’s Special Victims Bureau, in conjunction with Prince William County Child Protective Services, began an investigation into an alleged sexual assault which was reported to have occurred at a residence located in Dumfries (22026) on September 12. The investigation revealed the victim, a juvenile girl, was sexually assaulted on more than one occasion by the accused, a family member, while she was sleeping. The incident was disclosed to a school counselor which prompted the investigation. Following the investigation, the accused, identified as Julio ARBIETO, was arrested.
