Police investigate child pronography in Woodbridge

Officer Wade Dickinson, of the Prince William County Police Department’s Public Information Office, issued the following report on Wednesday, Aug. 26, 2020:

Incidents
Reckless Handling of a Firearm – On August 26 at 1:30AM, officers responded to the area of Armstead St. and Congress St. in Woodbridge (22191) to investigate a shots fired call. Residents in the area reported to police that gunfire was heard in the area. Officers located several shell casings between D St. and Congress St. No injuries or property damage were reported.

Arrests
Internet Crimes Against Children – On August 24, a Prince William County detective, assigned to the Northern Virginia/DC Internet Crimes against Children Task Force, executed a search warrant at a residence located at 3548 Rapid Ln. in Woodbridge (22193) in connection to an investigation involving an individual possessing child pornography. During the execution of the search warrant at the residence, multiple images of suspected child pornography were located within the home. Other items of evidence were also recovered. Following the investigation, the accused, identified as James Timothy TROUTMAN, was arrested.

Arrested on August 24: James Timothy TROUTMAN, 69, of 3548 Rapid Ln. Woodbridge
Charged with 10 counts of possession of child pornography

Assault & Battery on a Law Enforcement Officer [LEO] – On August 26 at 12:20AM, officers on patrol encountered a man in the 8100 block of Sudley Rd in Manassas (20110) who was determined to be intoxicated and wanted in Prince William County and other jurisdictions. Officers took the man, identified as the accused, into custody and transported him to the Prince William-Manassas Adult Detention Center (ADC). While at the ADC, the accused became combative and attempted to bite and kick an officer. Following the incident, the accused, identified as Frank Edward HOWE, was processed without further incident.

Charged with assault & battery on a LEO and intoxicated in public
