• Malicious Wounding *ARRESTS | NEW INCIDENT – On October 17, 2023 at 22:12PM, Prince William County Police officers responded to a residence located in the 16600 block of Fern Pl in Woodbridge (22191) to investigate a burglary-in-progress. The investigation revealed the accused, who was known to the residents, was armed, and attempting to forcibly break into the home through the front door. When officers arrived, they challenged the accused who fled on foot. The accused was quickly detained and determined to be intoxicated and in possession of suspected illegal narcotics. No entry was made into the home and no injuries were reported. Following the investigation, the accused, identified as Emmanuel BOATENG, was arrested.
In an unrelated incident, a second suspect, identified as Gideon OWUSU Jr., was taken into custody in Spotsylvania County. An initial suspect was previously arrested in late September in connection to this investigation. All three suspects sought in connection to this incident are now in custody.

Malicious Wounding *ARREST [Previously Released] – On Sept. 21, 2023 one of the suspects sought in connection to the shooting that was reported to have occurred at the Potomac Ridge Apartments located in the 2800 block of Woodmark Dr. in Woodbridge (22191) on September 20, was arrested. The accused, identified as Haley Shron JACKSON, was taken into custody without incident. Two other suspects, identified as Emmanuel BOATENG and Gideon OWUSU Jr., are still being sought.
Malicious Wounding [Previously Released] – On September 20 at 10:59PM, officers responded to the Potomac Ridge Apartments located in the 2800 block of Woodmark Dr. in Woodbridge (22191) to investigate a shooting. The investigation revealed, the victim, a 26-year-old man, and two male acquaintances were involved in a verbal altercation inside an apartment which continued in the parking lot where one of the parties retrieved a firearm and fired multiple rounds which ricocheted and struck the victim to the lower body.
Both men fled the parking lot in a vehicle driven by a female acquaintance.
Officers provided first aid to the victim who was flown to an area hospital for treatment of non-life threatening injuries. No additional injuries or property damage were reported. Following the investigation, officers obtained warrants for all three suspects, identified below. Attempts to locate the suspects have been unsuccessful.
INCIDENTS
• Shooting into a Commercial Dwelling – On October 27, 2023 at 7:26AM, officers responded to the VA ABC Store located at 2231-A Old Bridge Rd in Woodbridge (22192) to investigate a destruction of property. The investigation revealed at approximately 3:08AM, two suspects wearing dark-colored clothing approached the front of the business where one of them shot one round towards a window, causing it to shatter. No entry was made into the business. The suspects fled in a sedan. The weapon used was believed to be a BB or other pellet-type gun. The business was not occupied at the time of the incident.
ARRESTS
>• Assault & Battery on a Law Enforcement Officer [LEO] – On October 17, 2023 at 10:15PM, Prince William County Police officers responded to a residence located in the 14500 block of Earlham Ct in Woodbridge (22193) to investigate a domestic dispute. During the investigation, one of the parties involved, identified as the accused, pushed past officers, and physically assaulted them. The accused was eventually detained without further incident. No injuries were reported. Following the investigation, the accused, identified as Jocelyn Beatriz HERNANDEZ-VILLADA, was arrested.
