PWC Police Crime Report for March 6, 2023: Three with “no fixed address” arrested

• Aggravated Malicious Wounding *ARREST
– On March 7, 2023 the suspect sought in connection with a stabbing reported to have occurred in the parking lot of a business in the 13900 block of Richmond Hwy. in Woodbridge (22191) on Jan. 18, 2023 was arrested. The accused, Walter Elester CARTAGENA ANDRADE, was taken into custody in the Dumfries area without incident.

Aggravated Malicious Wounding *SUSPECT IDENTIFIED [Previously Released] – On Feb. 2, 2023 detectives identified the suspect sought in connection with the stabbing that occurred in the parking lot of a business located in the 13900 block of Richmond Hwy. in Woodbridge (22191) on January 18. Following the investigation, an arrest warrant was obtained for the suspect, identified as Walter Elester CARTAGENA ANDRADE. Attempts to locate the suspect have been unsuccessful.

Stabbing Investigation [Previously Released] – On January 18 at 8:03AM, officers responded to the 13900 block of Richmond Hwy. in Woodbridge (22191) to investigate a stabbing. Once on scene, officers located a 22-year-old man in the parking lot of a local business suffering from a stab wound to the upper body. Officers immediately provided first aid until fire and rescue personnel arrived. The man was flown to an area hospital where they determined his injuries were non-life threatening. The investigation revealed an altercation escalated physically between two men resulting in the stabbing. The other party involved fled prior to police arriving on scene. Shortly after the incident, officers in the area were flagged down about the incident. A police K-9 and Fairfax County police helicopter searched the area for the suspect who was not located. Preliminarily, this incident does not appear random. The investigation continues.

INCIDENTS
• Brandishing of a Firearm | Road Rage Related –
On March 6 at 8:30PM, Prince William County Police officers responded to the Telegraph Commuter Lot located at 13524 Telegraph Rd. in Woodbridge (22192) to investigate a brandishing.
The investigation revealed the victims, a 47-year-old man and a 45-year-old woman, were driving on Caton Hill Rd., approaching Telegraph Rd., when they were involved in a road rage incident with the driver of a black sedan, later identified as the accused.
Both vehicles continued on Telegraph Rd. before pulling into the commuter lot. While in the commuter lot, the accused brandished a firearm towards the victims before the parties separated. At no point during the encounter were shots fired. Following the investigation, officers obtained arrest warrants for the accused, identified as Nathaniel BROZIK. Attempts to locate the accused have been unsuccessful.

•Attempted Sexual Assault – On Monday, March 6, 2023 at 2:42AM, Prince William County Police officers responded to investigate an attempted sexual assault that was reported to have occurred in the 14000 block of Smoketown Rd. in Woodbridge (22192) earlier that morning. The investigation revealed the victim, a 25-year-old woman, was walking in the above area when she was grabbed by an unknown man.
A struggle ensued, during which the victim’s clothing was temporarily pulled down. The victim was eventually able to separate from the man and ran from the area. The victim reported the incident to a family member who contacted the police. At no point during the encounter were weapons implied or displayed. No injuries were reported. The suspect was described as a tall male wearing a white sweater.

ARRESTS
• Malicious Wounding –
On Sunday, March 5, 2023 at 11:00PM, Prince William County Police officers responded to the 7-Eleven located at 13304 Occoquan Rd. in Woodbridge (22191) to investigate an assault. Once on scene, officers located the victim, a 55-year-old man, with a laceration to his head.
Fire and rescue personnel responded and transported the victim to an area hospital where his injury was determined to be non-life threatening. The investigation revealed the victim and an acquaintance, identified as the accused, were involved in a verbal altercation that escalated. During the encounter, the accused struck the victim with a plastic squeegee before the parties separated. While investigating the incident, officers located the accused in a vehicle parked in the parking lot where they detained him without incident. Further investigation revealed the accused was in possession of suspected illegal narcotics. Following the investigation, the accused, identified as Ralph EDON, was arrested.

• Attempted Armed Robbery – On Monday, March 6, 2023 at 7:58AM, Prince William County Police officers responded to the Shell located at 2990 Dale Blvd. in Woodbridge (22193) to investigate an attempted robbery.
The investigation revealed an unknown man, later identified as the accused, entered the business, and attempted to use the ATM. When the accused was unsuccessful, he brandished a firearm at the service counter and demanded money.
When the clerk did not immediately comply, the accused walked out of the business and fled in a vehicle. Officers who were responding to the scene observed the suspect vehicle and initiated a vehicle stop in the area of Dale Blvd. and Birchdale Rd. Before officers could approached the vehicle, the accused sped off, striking another vehicle.
A short time later, officers located the vehicle in the area of Dale Blvd. and Forestdale Ave. where the accused was taken into custody without further incident. A firearm was also located inside the vehicle. No injuries were reported. At no point during the entire incident were shots fired. While investigating the incident, officers were informed the accused also had active arrest warrants from another jurisdiction. Following the investigation, the accused, identified as Eric EVANS, was arrested.

• Attempted Aggravated Malicious Wounding – On March 4 at 5:18PM, Prince William County Police officers responded to the 14400 block of Gemstone Dr. in Woodbridge (22191) to investigate an assault. The investigation revealed, the victim, an 11-year-old boy, went to above area to meet an acquaintance. Upon arriving in the area, the victim was grabbed by the acquaintance.
While the victim was being held, a family member of the acquaintance, identified as the accused, brandished a knife, and threatened the victim.
When the parties observed police vehicles in the area, the accused and the acquaintance let the victim go and fled on foot. While investigating the incident, officers identified and located the accused who was detained without incident. No injuries were reported. Following the investigation, the accused, identified as a 17-year-old male juvenile, was arrested.

• Commercial Burglary – On March 6 at 8:18AM, Prince William County Police officers responded to the Sonic Soft Car Wash located at 14109 Richmond Hwy. in Woodbridge (22191) to investigate a burglary. Upon arriving at the business, officers located a man, identified as the accused, asleep inside the bathroom where he was detained without incident.
Video surveillance revealed at approximately 3:50AM, the accused entered the business through a side door that was found damaged. While inside the business, the accused rummaged through property before falling asleep. No property was reported missing. Following the investigation, the accused, identified as Ronell Artay MILLER, was arrested.
