Crime Report: Jan. 17, 2023 - Suspects arrive in 1 vehicle, leave in 4 vehicles reported stolen

INCIDENTS
• Shooting Investigation –
On January 16, 2023 at 3:06PM, Prince William County Police officers responded to the Regency Apartments located in the 11300 block of Democracy Ln. in Manassas (20109) to investigate reports of a shooting. Upon arriving at the apartment complex, no victim was initially located.
A short time later, officers received information that a 34-year-old man was brought to an area hospital suffering from gunshot wounds. The initial investigation revealed the man was inside of a vehicle in the parking lot of the apartment complex when multiple shots were fired, striking him. The man contacted a family member who transported him to an area hospital where he is expected to survive. No additional injuries were reported, and no property damage was located.
At this time, detectives from the Violent Crimes Bureau are actively investigating the incident to determine what led up to the shooting and are seeking to speak with anyone who has information as to what occurred. Preliminarily, the incident does not appear to be random and there is no active threat to the community. The investigation continues.

• Malicious Wounding | Domestic Related – On January 16, 2024 at 4:42PM, Prince William County Police officers responded to a residence located in the 1900 block of Winslow Ct. in Woodbridge (22191) to investigate a domestic with weapons. The investigation revealed the victim, a 33-year-old woman, and an acquaintance, identified as the accused, were involved in a verbal altercation that escalated. During the encounter, the accused struck the victim before retrieving and brandishing a firearm at the victim.
The accused then struck an infant child whom the victim was holding before physically striking the victim with the firearm which caused her to drop the infant. When two 10-year-old family members attempted to intervene, the accused shoved them to the ground as well.
The accused took the victim’s phone and eventually left the residence. The victim reported non-life threatening injuries and the children reported minor injuries. Following the investigation, officers obtained arrest warrants for the accused, identified as Quentin O’Neil HASKINS. Attempts to locate the accused have been unsuccessful.
Wanted:

Described as a black male, approximately 6’4”, 180lbs., with black hair and brown eyes
Wanted for 1 count of malicious wounding, 1 count of possession of a firearm by a convicted felon, 4 counts of domestic assault & battery, 1 count of brandishing, and 1 count of petit larceny

• Commercial Burglary – On January 16, 2023 at 8:02AM, Prince William County Police officers responded to Michigan Auto LLC located at 15610 Richmond Hwy. in Woodbridge (22191) to investigate a burglary. Video surveillance revealed at approximately 3:47AM, a silver two-door BMW entered the parking lot before two unknown men exited the vehicle and walked to the front door of the business where they use a crowbar styled tool to force entry into the business.
While inside the business, the suspects took several different keys to vehicles parked in the lot. In total, four suspects abandoned the BMV and left in different vehicles described below. During the investigation, officers determined the BMW in which the suspects arrived was previously reported stolen out of another jurisdiction. The investigation continues.

A 2016 Land Rover Range Rover, a 2018 blue Audi A8 SUV, a 2017 white Maserati Mase, and a 2017 black Mercedes Benz GLE SUV

ARRESTS
• Rape –
On January 16, 2023, detectives with the Prince William County Police Department’s Special Victims Bureau concluded an investigation into a sexual assault that was reported to have occurred at a residence in the Manassas (20109) area of Prince William County between November and December 2022.
The investigation revealed that the victim, who was under the age of 13 at the time of the offenses, was sexually assaulted on more than one occasion by the accused, who was known to the victim. Following the investigation, the accused, identified as Jose Luis MORA GARCIA, was arrested.

Charged with rape and aggravated sexual battery

• Armed Carjacking | Abduction – On January 17, 2023 at 3:22AM, Prince William County Police officers responded to the area of Dulcinea Pl. and Cantania Pl. in the Lake Ridge area of Woodbridge (22192) to investigate a robbery.
The investigation revealed the victim, a 20-year-old woman, arranged to purchase marijuana from an acquaintance, identified as the accused. The victim and a separate acquaintance, identified as a 27-year-old man, were inside their vehicle when they were approached by the accused and an unknown man. During the encounter, the accused brandished a firearm before pulling the male victim out of the vehicle. The accused and the suspect then got into the vehicle and began to drive away with the female victim still inside the vehicle. The male victim ran to a nearby residence where police were contacted.
While investigating the incident, officers received information that the vehicle was abandoned in Fairfax County. A short time later, Virginia State Police troopers located the female victim and detained the accused. Further investigation into the incident revealed, at one point the accused physically prevented the female victim from getting out of the vehicle by grabbing her neck. Minor injuries were reported by both victims. Following the investigation, the accused, identified as Caleb Anthony BEER, was arrested. The investigation continues as officers attempt to identify the second male suspect involved in the incident.

Charged with 1 count of armed carjacking, 1 count of abduction, 2 counts of use of a firearm in commission of a felony, 1 count of strangulation, and 1 count of robbery

• Shooting into a Residential Dwelling – On January 15, 2023 at 7:30PM, Prince William County Police officers in coordination with Dumfries Police Department, responded to a residence located in the 3600 block of Masthead Trl in Triangle (22172) to investigate a shots fired call. The investigation revealed multiple shots were fired, striking the home before a white sedan was seen fleeing the area. No injuries or other property damage were reported.
On January 16, while in the area of Bel Air Rd. and Jeffries Rd., officers observed a vehicle that was running with the sole occupant sleeping inside. When officers made contact with the juvenile occupant, later identified as the accused, they determined he was in possession of a firearm that was previously reported stolen. Further investigation revealed the accused was involved in the shooting incident on Masthead Trl. the evening prior. Following the investigation, the accused, identified as a 14-year-old male juvenile, was arrested. The investigation remains active as officers attempt to identify the other suspects involved in the shooting incident.
