PWC Police Crime Report: Nov. 10, 2022 - Arrest in G-F carnival shooting; shooting/child neglect

• Shooting Investigation *ARREST –
On Wednesday, Nov. 9, 2022 detectives with the Prince William County Police Department’s Violent Crimes Bureau concluded the investigation into the shooting that occurred on the grounds of Gar-Field High School, 14000 Smoketown Rd in Woodbridge (22192), on April 15, 2022.
The investigation revealed a male juvenile, identified as the accused, fired multiple rounds while in the parking lot of the school near the carnival. The rounds struck an unintended victim, a 14-year-old female juvenile, who was also in the parking lot at the time of the shooting.
Detectives worked diligently to identify the suspect. Additionally, the U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives provided assistance during the investigation and offered a reward in this case. Following the investigation, the suspect, identified as a 16-year-old male juvenile, was charged, and remained incarcerated at the Juvenile Detention Center where he was being held on unrelated charges.

Shooting Investigation *REWARD OFFERED [Previously Released] – The ongoing efforts to locate the suspect sought in connection to the shooting that occurred on the grounds of Gar-Field High School, 14000 Smoketown Rd in Woodbridge (22192) on April 15 continues. Through a partnership with the Bureau of Alcohol, Tobacco, Firearms and Explosives, a $5,000 reward is being offered in connection to the arrest and conviction of the suspect involved. The Police Department is also offering up to an additional $1,000 reward for information that leads to an arrest and conviction in this case. The investigation continues.

Shooting Investigation [Previously Released] – On April 15 at 9:22PM, officers assigned to an off-duty security detail at the carnival located on the grounds of Gar-Field High School, 14000 Smoketown Rd in Woodbridge (22192), heard what sounded like gunfire coming from an area near the entrance to school. The sound caused those attending the carnival to flee in mass.
Officers on assignment ran towards the gunfire, eventually locating a 14-year-old female juvenile with a gunshot wound to her abdomen. Officers provided immediate first aid to the juvenile until rescue personnel arrived on scene. The juvenile was flown to an area hospital where her injuries were determined to be non-life threatening.
The investigation revealed two groups left the carnival and were involved in a verbal argument in the parking lot. During the encounter, multiple gunshots were fired, and the groups dispersed on foot. The victim was located in the parking lot by officers several yards away from where the shooting occurred.
It is unknown if the victim was affiliated or known to the groups involved.
Multiple shell casings were also recovered. Witnesses reported seeing a possible suspect flee towards Smoketown Rd after the shooting. No other shooting victims were located. Officers did determine an uninvolved vehicle was struck by a bullet as the driver was leaving the carnival. The driver was not injured. The suspect was described as a black male, possibly in his teens, wearing a red hooded sweatshirt, black pants, and white shoes.
Detectives are asking anyone with information regarding this incident or if anyone has videos or photos leading up, during or after the incident to contact police. The investigation continues.

INCIDENTS
• Shooting | Child Neglect Investigation –
On Wednesday, Oct. 26, 2022 at 11:33PM,  Prince William County Police officers responded to a residence located in the 7600 block of Monitor Ct. in Manassas (202109) to investigate a shooting with injury. Officers were initially notified by Child Protective Services (CPS) that a mother, later identified as the accused, brought her 2-year-old son to an area hospital for treatment of a non-life threatening gunshot wound.
The initial investigation revealed earlier that day a shot was fired inside the residence which struck the victim. No additional injuries or property damage were reported. While investigating the incident, detectives determined the shooting occurred sometime between 2 and 3 p.m.
The investigation revealed the victim was left unattended and located an unsecured firearm. While handling the firearm, the victim fired a round, striking himself in the hand. Additional family members and the accused transported the victim to an area hospital where CPS was eventually contacted. On November 8, following the investigation, detectives obtained arrest warrants for the accused, identified as Christalle PHILLIPS MOAT. Attempts to locate the accused have been unsuccessful.

ARRESTS
• Sexual Assault Investigation –
On November 10, 2022 PWC police detectives with the Special Victims Bureau concluded an investigation into a sexual assault that was reported to have occurred at a residence located in the Woodbridge (22191) area of Prince William County between July 2014 and July 2015. The investigation revealed the victim, who was under the age of 15 at the time of the offenses, was being cared for at the residence when a resident of the home, identified as the accused, sexually assaulted her on more than one occasion during the above timeframe. The victim recently reported the incidents, prompting the police investigation. Following the investigation, officers obtained arrest warrants for the accused, identified as Santiago SIGUENZA, who was served while at the Prince William-Manassas Regional Adult Detention Center where he is currently incarcerated.

• Abduction | Residential Burglary – On November 9, 2022 at 12:55AM, officers responded to the Riverside Station Apartments located in the 14000 block of Big Crest Ln. in Woodbridge (22191) to investigate a domestic. The investigation revealed the victim, a 26-year-old woman, was confronted by an acquaintance, identified as the accused, who forced her way into the residence. Once inside the apartment, the accused grabbed the victim and held her on the couch. At one point, the accused grabbed the victim again before striking her multiple times. The accused took the victim’s electronic devices preventing her from calling the police. The victim was eventually able to separate from the accused and contacted a family member who notified the police. The accused fled the apartment prior to police arriving on scene. The victim reported minor injuries. Following the investigation, officers obtained arrest warrants for the accused, identified as Jermani Sierra HENCE, who was located and taken into custody later that day.

• Assault & Battery on a Law Enforcement Officer [LEO] – On Wednesday, November 9, 2022 at 6:45PM, Prince William County Police officers responded to the 7-Eleven located at 14116 Minnieville Rd. in Woodbridge (22193) to investigate a man confronting patrons and destroying merchandise inside the store. When officers arrived at the business, they located the man, later identified as the accused, in a verbal altercation with an employee. Officers determined the accused was intoxicated and took him into custody. While escorting the accused to a police vehicle, he spat towards an officer and refused to follow the officer’s commands before kicking the officer. No injuries were reported. Following the investigation, the accused, identified as Diego Manuel VEGA, was arrested.
