Woman, 55, reports attack while out for Sunday morning walk in Coverstone area

Strangulation – On Sunday morning Nov. 15 at 10:12AM, Prince William County police officers responded to investigate an assault that was reported to have occurred at the Coverstone Apartments located in the 10900 block of Coverstone Dr. in Manassas (20109) earlier that morning.

The victim, a 55-year-old woman, reported to police that she was walking in the above area when she was approached by an acquaintance, identified as the accused. During the encounter, a verbal altercation escalated when the accused grabbed the victim and put his hands on her throat. The victim was able to separate and attempted to contact the police before the accused took her phone.

The accused fled the area in a vehicle. The victim eventually contacted the police and reported minor injuries obtained during the earlier encounter. Following the investigation, officers obtained arrest warrants for the accused, identified as Milton Exequiel RUIZ-PADILLA. Attempts to locate the accused were unsuccessful.

Described as a Hispanic male, 5’8”, 185lbs., with black hair and brown eyes
Wanted for strangulation, preventing the summoning of law enforcement and assault & battery
