PWC Crime Report: Nov. 23, 2022 -  Suspect allegedly attempts to take children from Manassas home

INCIDENTS
• Shooting into a Residential Dwelling –
On Tuesday, November 22, 2022 at 7:00PM, Prince William County Police officers responded to investigate a destruction of property that was reported to have occurred at the Bayvue Apartments located in the 1300 block of Bayside Ave. in Woodbridge (22191) earlier that morning. The investigation revealed the homeowner heard gunshots at approximately 1:40AM and located damage to the balcony later that morning. Officers determined the round struck the door frame of the balcony door. No injuries or additional property damage were reported. While investigating the incident, officers determined earlier that morning additional reports of gunshots were made in the above area. No evidence of a shooting was located at that time.

• Pedestrian Crash Investigation – On Tuesday, November 22, 2022 at 6:43PM, investigators with the Prince William County Police Department’s Crash Investigation Unit responded to Sudley Rd. near Rixlew Rd. in Manassas (20109) to investigate a crash involving a pedestrian. The investigation revealed officers were investigating the report of a larceny from a local business when they observed a man matching the description of the larceny suspect in the 8400 block of Rixlew Rd. As officers attempted to make contact with the suspect, identified as a 19-year-old man, he fled on foot. While fleeing from officers, the man ran into traffic across the eastbound lanes and then the westbound lanes of Sudley Rd. While in the roadway of the westbound lanes, the man was struck by a 2012 Infinity QX56 traveling in the roadway. The man was flown to an area hospital where her injuries were determined to be non-life threatening. The driver of the vehicle remained at the scene. The investigation continues.

• Strong-Arm Robbery – On Monday, November 21, 2022 at 2:57AM, Prince William County Police officers responded to the 7-Eleven located at 13304 Occoquan Rd. in Woodbridge (22191) to investigate a robbery. The investigation revealed an unknown man entered the store and took a food item from the warming unit. The store employee walked out from behind the counter and confronted the suspect who after a brief verbal altercation, pushed the employee. The suspect then took additional food items from the shelf before walking out of the store. No injuries were reported. The investigation continues.

ARRESTS
• Attempted Abduction | Residential Burglary –
On Wednesday, November 23, 2022 at 2:37AM, Prince William County Police officers responded to a residence located in the 7500 block of Quail Run Ln. in Manassas (20109) to investigate a 911-hangup. Upon arrival at the residence, officers encountered a man, later determined to be the accused, leaving the home and detained him. The investigation revealed the accused entered the home without permission and made contact with the victim, a 27-year-old female acquaintance and her two sons, a 3-year-old, and an infant. During the encounter, the accused attempted to take the children from the home. When the victim attempted to contact the police, the accused took the victim’s phone. The victim was able to prevent the accused from taking the children and retrieved her phone. At that time the victim contacted the police and while on the line with emergency services, the accused took the phone from the victim a second time. Shortly after, other occupants of the home intervened, which caused the accused to leave the home where he encountered the police. No injuries were reported. Following the investigation, the accused, identified as Luis Fernando SERRANO-URBINA, was arrested.

Charged with 2 counts of attempted abduction, 2 counts of preventing the summoning of law enforcement, and 1 count of burglary

• Attempted Malicious Wounding – On Monday, November 21, 2022 at 8:52PM, Prince William County Police officers responded to a residence located in the 9900 block of Broadsword Dr. in Bristow (20136) to investigate a domestic with weapons. When officers arrived at the residence, they located the victim, a 43-year-old woman, and a family member, identified as the accused, actively struggling over a knife. Officers immediately intervened and separated both parties without incident. The investigation revealed the victim and the accused were involved in a verbal altercation that escalated. During the encounter, the accused retrieved a knife and attempted stab the victim. The victim was able to avoid being stabbed and a struggle over the knife ensued until police arrived at the home. No injuries were reported. Following the investigation, the accused, identified as a 13-year-old male juvenile, was arrested.
