PWC Police report for March 10, 2022: Two arrested on sexual assault charges

• Sexual Assault Investigation –
On Wednesday, March 9, 2022 detectives with the Prince William County Police Department’s Special Victims Bureau, in coordination with Child Protective Services (CPS), began an investigation into a sexual assault that was reported to have occurred at a residence located in the Woodbridge (22191) area of Prince William County on March 8. The investigation revealed that the victim, a 14-year-old female juvenile, was inappropriately touched by an acquaintance, identified as the accused, on more than one occasion while living in the same residence.
The victim disclosed the incidents to a school counselor who contacted CPS and the police–prompting the investigation. During the investigation, detectives determined that between June 1 and August 22, 2021, a second victim, who was between 14-15 years old, also lived with and was inappropriately touched by the accused. Following the investigations, the accused, identified as Cristobal Octavio CASTRO ULLOA, was arrested.

Sexual Assault Investigation – On February 24, 2022, detectives with the Prince William County Police Department’s Special Victims Unit concluded an investigation into a sexual assault that was reported to have occurred in the Woodbridge (22193) area of Prince William County between November 2014 and September 2020. The investigation began in September 2020 when the victim, who was between the ages of 7-11 during the time of the offenses, reported the incident to police.
The investigation revealed that the victim was sexually assaulted by a family member, identified as the accused, on more than one occasion during the above timeframe while the two resided in the same home. During the investigation, detectives determined the accused also lived with and sexually assaulted a second victim, who was between 6-11 years of age, on more than one occasion during the same timeframe. Following the investigations, detectives obtained arrest warrants for the accused, identified as Leyla Vanessa GRANADOS SALINAS, who was taken into custody on February 24, 2022, without incident.

Felony Child Neglect – On Tuesday, March 8, 2022,  at 2:00PM, officers responded to the Days Inn located at 16925 Old Stage Rd. in Dumfries (22026) to investigate a child neglect. While enroute to the hotel, officers were informed that the female suspect was actively wanted for unrelated charges. While inside the hotel, officers located and identified the suspect who was detained without incident and accompanied by her two children, 5-year-old girl and a 3- year-old boy. As officers escorted the children to their hotel room, they found the room unsecured and located a third child, an infant girl, asleep on the bed without supervision.
According to Master Police Officer Renee Carr, public information officer, the investigation also revealed that the room was unkempt and suspected illegal narcotics were located near the infant child. The children were not injured and turned over to a family member. Following the investigation, the suspect, identified as Eden Monet MATTHEWS, was arrested.

Brandishing of a Firearm | Road Rage Related – On January 30 at 4:45PM, officers responded to the area of James Madison Hwy. and Lee Hwy. in Gainesville (20155) to investigate a brandishing. The victim, a 36-year-old man, reported to police that he was involved in a road rage incident when the driver of another vehicle, later identified as the accused, brandished a firearm as the two vehicles were stopped at the above intersection. When the traffic light changed, the accused made a U-turn and drove in the opposite direction from the victim. At no time were shots fired during the incident. During the investigation, officers identified the accused and obtained arrest warrants. On March 7, the accused, identified as William Edward TANNER III, was located and taken into custody by members of the Fauquier County Sheriff’s Department.
